Quest’ultimo, storicamente dominante, si fonda sulla suddivisione del territorio comunale in zone omogenee (A, B, C, ecc.), ciascuna caratterizzata da differenti indici edificatori e da un diverso contributo alla realizzazione degli standard urbanistici. Tale impostazione ha però prodotto evidenti disparità tra i proprietari: alcuni risultano avvantaggiati perché titolari di aree edificabili, mentre altri, ad esempio i proprietari di suoli agricoli o destinati a servizi, subiscono una penalizzazione. The incident happened early the morning of April 14, according to the ATF office in New Orleans. The New Orleans Police Department said it responded at about 7:52 a.m. when the business owner found the fire damage. No injuries or damage beyond the front door were reported.
